Starting January 1, 2026, new requirements for the electronic labeling of excise goods will come into effect in Ukraine, as mandated by Law No. 3817-IX. As part of the e-Aktsyz system rollout, retailers will be required to ensure end-to-end traceability of alcoholic products throughout the entire supply chain — from warehouse receipt to final sale to the consumer. This means every market participant must adapt their business processes, IT systems, and internal regulations to meet the new standards.

e-Aktsyz Implementation: Costly, Complex — but Mandatory

Developing and implementing an in-house traceability system for excise goods is a complex and resource-intensive task. According to industry estimates, custom-built solutions for large retailers can cost up to $1 million.

One of the main challenges is integrating with the national e-Aktsyz system, which requires stable, secure, and continuous data exchange and synchronization with other internal systems such as WMS, ERP, POS, and more. For this reason, partnering with a reliable technology provider is a smart and efficient strategy. A partner’s hands-on experience integrating with government platforms and delivering projects of a similar scale is critical to success.

Globally, electronic traceability of excise goods is not new — similar systems have already proven effective in the EU and CIS countries, serving as vital tools for government oversight and enhancing supply chain transparency.

Drawing on its experience with leading global vendors in retail, logistics, distribution, and manufacturing automation, Consulting for Retail has built a solid technological foundation to support the transition to e-Aktsyz in Ukraine.

A Ready-to-Deploy, Reliable Solution

Today, Consulting for Retail offers a fully functional and reliable solution that includes:

  • SAI WMS – a warehouse management system built on the SymphonyAI platform.
  • A universal data exchange for integration with e-Aktsyz – managing data flows between ERP/WMS/POS systems and the e-Aktsyz platform.

Together, these modules provide a complete set of tools for end-to-end tracking of excise goods — from goods receiving to point-of-sale transactions.

Key Features for e-Aktsyz Compliance:

  • Excise stamp validation and registration at receipt ensure product legitimacy at entry.
  • Sales and shipment data transfer to e-Aktsyz – automates reporting and excise stamp write-offs.
  • Master data synchronization – keeps product and partner directories up-to-date via integration with the government system.
  • Discrepancy handling – automatically generates incident reports and submits them to e-Aktsyz.

Consulting for Retail has proven expertise in implementing excise traceability projects, including successful rollouts in Kazakhstan and Azerbaijan. Thanks to deep integration capabilities and a strong understanding of both enterprise and government system architecture, C4R ensures seamless data exchange with regulatory platforms. The team is known for its speed, reliability, and ability to communicate effectively with both business stakeholders and IT teams.

C4R experts are ready to provide a detailed demonstration of how the solution works and the business problems it solves.
