
Electronic System for Tracking Excise Goods: What Will Change in 2026 and Is Your Business Ready


Starting January 1, 2026, new regulations for labeling alcoholic beverages and tobacco products will take effect in Ukraine. Under Law No. 3173-IX, traditional paper excise stamps will be fully replaced by unique electronic DataMatrix codes — a major step toward building a modern, transparent system for monitoring excise goods.
The current version of Law No. 3173-IX introduces an electronic traceability system (known as e-Aktsyz) that will ensure end-to-end tracking of alcoholic beverages, tobacco products, and liquids used in electronic cigarettes. Each product will be assigned a unique digital code, which can be scanned and verified in real time.
This will improve transparency across the supply chain and significantly strengthen enforcement against illegal trade.
At this stage, the software for the Electronic System for the Circulation of Alcoholic Beverages, Tobacco Products, and Liquids Used in Electronic Cigarettes is undergoing testing, which will continue through December 31, 2025.
Law No. 3173-IX applies to all businesses involved in the production, import, storage, transportation, wholesale, or retail sale of excise goods listed above.
Violations of these regulations may result in fines ranging from 10% to 100% of the value of unmarked products.
